Florissant has the tightest permit rules of any city we work in. When it adopted the 2021 building code it amended the exemption list heavily, and it deleted the detached accessory structure exemption altogether. Retaining walls are exempt only up to two feet, where most neighbouring cities allow four. Fence repairs are exempt only if they cover a quarter or less of the total fence length.
Windows and doors are nowhere on that exemption list, so replacing them requires a permit. One small local detail while the job runs: the authorization card has to be displayed in a window facing the street, in a clear waterproof container, until the work is finished.
Florissant Window Replacement
If your home is a designated Landmark or a contributing resource in a Historic District, there is a second requirement, and a piece of logic in the ordinance that catches people out.
The code protects ordinary maintenance and repair, and then defines ordinary maintenance as any work for which a building permit is not required by law. Replacing a window in Florissant does require a permit. So it is not ordinary maintenance, the exclusion does not apply, and the Landmark and Historic District Commission has to issue a Certificate of Appropriateness first.

What the Commission measures is proportion. Its review standard says the relationship of the width to the height of windows and doors shall be visually compatible with surrounding structures and the streetscape, and that the colour and texture of facade materials shall be visually compatible with what predominates around you. That is a real constraint on what you can put in an existing opening.
Two further things worth knowing. Where a Certificate is refused you can apply for a Certificate of Economic Hardship. And the design guidelines, including the colour charts and review standards, are printed and handed out whenever a permit application is received, so you are entitled to see the criteria you are being judged against.

Landmarks, Certificates and the Ordinary Maintenance Trap
There is an obligation running the other way as well. Owners of Landmarks and contributing resources have to keep them free of listed defects, and broken windows are named specifically. If the Building Commissioner serves notice by certified mail you have thirty days to put it right, extendable for good cause.
Outside the Landmark and Historic District designations none of the Commission process applies, and it is an ordinary permitted job. Establishing which side of that line your address falls on takes one look-up, and it is where every Florissant quote should start.
