If your home sits in one of Saint Charles’s six historic districts, you cannot replace a window until the Historic Landmarks Preservation and Architectural Review Board issues a Certificate of Appropriateness. Those districts are South Main, Historic Downtown, Frenchtown, the Commons, the Landmarks district and the Extended Historic Preservation District, and between them they cover more than 3,000 properties.
Outside those boundaries none of this applies and the job is ordinary. Working out which side of the line your address falls on is the first thing we check, before anyone talks about products.
The timeline is the part that catches people out. The board meets once a month, generally on the fourth Monday. The ordinance gives it 30 days to review a complete application and a further 7 days to put the decision in writing. Build five to six weeks into your plan before anything is ordered. The certificate you end up with is valid for 18 months.

Now the part most people get wrong: vinyl is not banned here. The Frenchtown guidelines allow windows to be replaced with vinyl, wood or finished aluminum, so long as they duplicate the original in size or style and you put a model example in front of the board. Raw or unpainted aluminum is not permitted.
What you cannot do is change the hole. Window openings shall not be altered, so a historic district is not the place to turn two small windows into one wide one. We measure to the existing opening and match the original configuration, which is what the review standards require anyway.

Exterior doors fall under the same certificate. It is required for any exterior alteration that needs a building permit, and separately for work that needs no permit but changes a significant exterior feature. A front door on a contributing building lands squarely in that second category.
The standard the board applies is repair first. Deteriorated historic features shall be repaired rather than replaced, and where replacement is genuinely necessary the new feature has to match the old in design, color, texture and other visual qualities. Historic District Rules That Change Your Window Project
Storm windows come up constantly in these districts. The guidelines require storm windows and storm screens to be kept in good repair and to carry a finish, paint or varnish, rather than being left bare. If your house still has its original storms, that changes what we recommend and what the board will accept.
Two things to know about the certificate itself. Doing the work in a district without one puts you in violation. And the 18 month clock runs from the date it is issued, not from the day you start, so a certificate that lapses mid-project is a problem. The board can extend it by up to 12 months for just cause, but that means another meeting and another wait.
