Lake St. Louis is one of the few places in St. Charles County where replacing a window can need two separate approvals. The city requires a building permit. If your home sits inside the Lake Saint Louis Community Association, the Architectural Control Committee has to approve the change as well. Which of those applies to you depends on your address, and it is the first thing we check.
The city rewrote its permit exemption list when it adopted the 2021 International Residential Code in February 2024. Five kinds of building work are exempt now: retaining walls under four feet, sidewalks and driveways less than thirty inches above grade, painting and similar finish work, movable fixtures under five feet nine inches, and playground equipment. Windows and doors are not on that list. Neither are sheds or fences, which some neighbouring cities do exempt.
Lake St. Louis Window Replacement
There is one number here that cuts against the city, and you should know it. Lake St. Louis still runs its energy requirements on the 2015 International Energy Conservation Code rather than the 2021 edition, and it replaced the fenestration table to match. The maximum U-factor for a replacement window is 0.40. St. Peters caps it at 0.35 and unincorporated St. Louis County at 0.34, so a window that legally meets code here would fail in either of those. We do not quote to a code minimum, and that is exactly why.
Lake St. Louis Door Replacement
Exterior doors need the permit too, and the association adds its own requirements. Trim is required around all exterior doors. Changing the colour of a door needs approval, although repainting in your existing approved colour does not. Storm doors have to be compatible with the design of the house, storm window screening must be dark or bronze tone, and plastic sheeting is not permitted on the exterior at all.

Two Approvals, One Project: What Lake St. Louis Requires
If you are considering a bay or bow window, read the covenants before you read the catalogue. Bay, bow, dormer and other projecting windows may not project more than two feet. That rules out some of the deeper bay units on the market, and it is far better to know that before you have chosen one.
The guidelines also require that windows complement the home in size, proportions, detail, placement and colour, and that all metal windows be factory finished. In practice a like-for-like replacement goes through easily, and anything that changes the look of the elevation needs the committee to see it first. Your city permit, once issued for remodeling work, runs for a year.
