Mehlville has no city hall. It is unincorporated, so the building rules come from St. Louis County, and the ones that matter most around here concern basements. If you are finishing one, or replacing a window in a basement room that anybody sleeps in, the county is unusually precise about what that window has to do.

Basement Bedrooms and the County Escape Rules
Something that catches people out at plan review: the county will not accept drawings showing only the rough frame opening. It wants a window schedule listing the net opening, the net glass area and the type of each window. That is a contractor’s job to produce, not yours.
Worth knowing too that unincorporated county still runs on the 2015 International Residential Code, an older edition than several nearby cities use. It changes enough of the detail that a quote here is not directly comparable to one from ten minutes up the road.
