University City Window and Door Replacement
STL Windows and Doors installs ProVia replacement windows and exterior doors for homeowners in University City, Missouri.
University City puts this in writing more plainly than any city around it. Its building code lists, among the work that requires a permit, the addition, removal or change-out of any type of glazing in the thermal envelope of a building, including windows, glazed doors and skylights. There is nothing to argue about.
The exemption list is short and windows are nowhere on it. For scale, a detached shed only escapes a permit here at 50 square feet or less, where St. Peters allows 120. Fitting security bars or protective grills over a window or door opening needs a permit as well.
University City Window Replacement
The bigger question here is whether the Historic Preservation Commission sees your application, and the answer catches people out. It is not only landmarks and homes inside a historic district. Any structure within three hundred feet of a historic district, and any property on the National Register, is referred to the Commission.
There is one carve-out. A National Register property inside a private subdivision that runs its own review process, and which is not a University City landmark and not inside a City-designated district, is not referred.

What the Commission judges is not style. The code states plainly that no specific architectural style shall be required. It looks at whether the historical or architectural character of the existing building is preserved, and whether the work is compatible with the buildings around it and the open spaces it relates to visually. For a front door that usually comes down to proportion, light pattern and trim rather than material.
The Commission advises, it does not veto. It recommends approval or disapproval within 45 days, or within 30 days where you amend the application after speaking with them, and you are told the meeting dates and may attend. The Zoning Administrator can still issue the permit after a recommendation of disapproval, and either outcome can be appealed to the Board of Adjustment.

The 300-Foot Rule and the Historic Preservation Commission
That 45-day clock is the practical point. If your address is anywhere near a historic district, put a review cycle in the schedule before anything is ordered rather than discovering it afterwards.
University City runs on the 2018 edition of the building code, so the detail differs from cities on the 2021 edition. It is one more reason a quote written for one address in this metro is not automatically right for another.
